When the body is hungry and is craving for earthly pleasures the mind wont become spiritual. This hunger must be satisfied and craving reduced for spiritual progress. Feed the senses well to saturation and at that point sensual want becomes negligible and the mind can be tuned towards spiritualism. The ideal time that the mind can float in spirituality is during sexual orgasm - when one forgets oneself - and after a sumptuous meal - when the tongue does not need more taste. Leniency shown towards crimes is bound to send a wrong signal to the ones planning future crimes. It is cowardice to watch crimes without decisive action. All social evils thrive because of tolerence displayed towards them - either out of neglect or out of fear.
